Section 77: Right to food and water

Every person has the right to—
(a) safe, clean and potable water; and
(b) sufficient food; and the State must take reasonable legislative and other measures, within the limits of the resources available to it, to achieve the progressive realisation of this right.
Insight: Right to Food and Water
This constitutional provision establishes food and water as fundamental human rights in Zimbabwe, not just policy goals. However, the wording "progressive realisation" and "within the limits of resources available" creates a qualified obligation for the State - acknowledging that full implementation may take time and depends on economic capacity. This balances citizens' essential needs with realistic implementation constraints in a developing economy.
